I use Kubuntu, which is a version of Ubuntu and since the game is pretty lightweight I feel that it should be easy to get this thing working in WINE. When I launch the .EXE file after downloading it from the launcher in Java, I get the error, "Unable to start the game because engine plugins failed to load: plugins is missing".

I downloaded the Windows launcher from the site and changed the .exe file to .jar and was able to launch it in Java. Then I downloaded the entire game through the launcher and then the thing closes or crashes, I don't know. The PlatinumQuest folder is located in the Home directory and I used the marbleblast.exe file located inside that folder. It doesn't work when I try opening it from the terminal.

Am I supposed to move this folder to somewhere in the fake C drive folder inside the .wine folder? I don't know what else to do to get the game working.

I've been able to get PQ running on Ubuntu 16.04 (as a server so take this with a grain of salt), but needed to use wine 3.6, which was the development version at the time. The other important step is that you have to run with the current directory set to the game directory, which contains the exe. Otherwise it won't be able to find the plugin dlls.
