lock [COMMENT] Milliseconds Not Showing Up Anywhere But the Clock

Even when you have the millisecond clock turned on, the game doesn't show milliseconds anywhere else. If you have milliseconds being shown, they should appear everywhere else that shows level times.
If there's a bug, YO! I'll report it!

I can do that, but it will require some rewriting of the submit scores functionality, so this won't be available until the next major build.
