I saw some usernames in the CLA that I haven't seen on this website before. Is there any history surrounding them and why they are not here anymore?

Depends on the user. Some were prominent, some were hanging around for a bit and quite a bit were here for a while until they got bored and found a different distraction and left. In the case of Tech Geek, Robot Marble and Luke Skywalker ... they were banned.

My answer is that it kinda depends on how long you've been here. These people in the CLA that you've never seen before could've either been around before you, or they contacted a member of the CLA team so they could have their levels added, or you've just forgotten about some of them.
Matan makes a good point as well. Some people left with or without a choice.

Some people also returned. Take frieeziez for example. Even Henry came back a couple of months ago and said hi.

Oh yeah, I'm back too from my geometry dash playing.
Also, Matan is correct, a lot of people will find a game they love, and play it for a long time.
Then a new game comes out they love more and they go on to play that until they feel like playing the game they used to like.
(Also I'm so sorry that I usually am a bit annoying, I fixed that problem ages ago, expect better posts from me.

A decent amount of the levels in the CLA are nearly 10 years old; the vast majority of the early level creators have long since moved on with their lives. Most of the older users that are still on here today are becoming more and more inactive because of real world priorities that are unavoidable.

How did Tech Geek, Robot Marble and Luke Skywalker get banned? (If you don't want to answer this, you don't have to. I am just interested.)

Luke Skywalker aka the Satan of this community to date. He basically spammed/annoyed and forced a harsh response from the community against him. GarageGames did nothing so we ended up creating the Marble Blast Forums as a response, and effectively moved there. GarageGames eventually banned him because he was harassing a paying customer, but the community never came back to GarageGames.

Tech Geek got into tons of arguments and fights, if memory serves esp. with Andrew, but a few others too. Shame.

Robot Marble for stealing other people's codes without credit (and claiming as his own). He didn't actually know how to program and eventually he went into arguments and fighting with a few people and got banned.

There was also BlazerYo who got banned twice, with the last time was when he leaked MBEmerald before it release because he got into fights/arguments with a few people there. He wasn't the nicest person around if you guys didn't meet eye to eye.

Other banned users for a whole variety of reasons, but those are the most memorable four I can think of.

You forgot also about Powerjohn25. He was banned because he started flaming after Regislian beat his world record on Daedal Helix in April 2014. Apparently he was banned in the past (not sure exactly how it happened though).

Well he has made multiple accounts on here with names aiming very uncreative insults at individual members of the community. This site is better without him.

Most of the members from the 2005 - 2010 era are simply much older now as Arcy has eloquently stated. Most of the original members are either graduating High School or College / University at this point and looking towards career paths which leaves little time for Marble Blast.

Andrew Sears still hops on from time to time to check in with us, but when he was more active there was a Marble Blast Timeline project that he worked religiously on. (Couldn't find the link on the new forums, here's the old forums link ). Maybe one of us will pick that up to continue documenting the legacy that is this community.

So Luke is an indirect reason we have the MarbleBlast community? :p
There was also Ian Valentino, Pershingflames, Phil, rct3fan00, Cyberfox. The list goes on, all contributors of something significant to the community. All this talk of old users makes me nostalgic. Remember the orange forums?
