That should be correct. Could you check Windows Firewall (or whatever firewall you use) and make sure that nothing is blocking anything like "marbleblast.exe", and changing such rules to "allow", if blocked? Is your router/ISP blocking connections on any port from 28000-28010, or UDP 29000?

Checked, Windows Firewall is not on.
I turn it off all the time
Do you have any security suite (like antivirus software) or similar on yor computer? It may be blocking it. A lot of things may be blocking it. Maybe you could PM your public IP so I can test it.
