I want to be able to use keys like CTRL or CTRL + ALT along with the mouse to drag/rotate/scale objects smoothly so they aren't as ragged when I try and resize/rotate/drag them.

The keys, however, aren't working, and I don't know what I'm doing wrong. It works fine for me on any Windows computer, but it won't work for Mac. I don't want to use the numbers, I want to rotate/resize/translate SMOOTHLY.

How do I fix this? Is there some bind that I need to change?

As far as I'm aware, you can only quick rotate/scale stuff on Windows. However, I've never tried this out on a Mac, so HiGuy can probably help you out more than I can.

As far as I know there's no support for this on Mac. It's something in the engine too, so there's no easy script fix that I can give. Sorry.
