I cannot commit more than one skill in any tier. I want to spend tokens on skills I wanted but anything but the one I committed stays grayed out.

This is by design. You may only select one skill out of the three available for each level tier at any given time, though you are given the option to reset any skill and choose a different one provided you have the required credits and tokens to do so.
