I saw that at least one active user has made skyboxes that are available in the download (higuy) so i'm just wondering how to get started here making my own skybox.

The key idea of a skybox is that it's a cubemap. All of the ones I created used the software Terragen; there's probably a guide for it somewhere if you dig hard enough. You don't have to use it (PQ doesn't), but it's a great tool for making quick ocean and terrain-style skyboxes. Just note that the resolution must be 512x512 or any smaller power of 2.
With a little luck you can probably find a guide for Terragen (or a free skybox online, there are tons).
I'm using Blender to make skyboxes, which is also what PQ uses, but I don't know if it's easier to use than Terragen. Creating a skybox with only a sky (such as PQ's) should be simple enough for a tutorial and some messing around with material nodes, simpler still with a template file. I can put together a tutorial if you're interested. Including terrain and other things would require more experience with Blender.
If you want something cartoony like MBG's skybox, you might be able to make an equirectangular panorama and convert it to a skybox using Blender if the zenith and nadir are very simple. In fact, it looks like whomever made the MBG skybox did something similar.
Another thing you could do is make images of objects (trees, mountains, etc.) and use those in Blender as textures on planes.

There's a good chance the code that PQ uses to fix this also has made it into the MBP release build. Just note that other mods will crash if try to load a high resolution skybox.
